The Random Draw Is Fair. The Clock Never Runs Out.

A Coast Guard testing program lives or dies on three things: a fair random draw, a fast post-incident test and an accurate annual report. X3 Marine Testing runs all three for every covered crewmember.

The Exposure

Two Hours for Alcohol. Thirty-Two for Drugs. Starting Now.

After a serious marine incident, alcohol testing must happen within 2 hours and drug specimens within 32 hours (46 CFR 4.06-3). Random testing has to reach at least 50 percent of covered crewmembers a year (46 CFR 16.230). The MIS report is due by March 15 (46 CFR 16.500). Paper and a consortium email are not a program.

A test missed after an incident is a test you can never take again. X3 puts it on the clock.

One Pool. One Draw. One Clock. One Report.

X3 Marine Testing keeps the covered pool, draws randomly with a computer number generator, starts the incident clocks the moment you log an incident and builds the MIS counts from your own results.

Scientific random draw

Every covered person has an equal chance every draw, using a computer random number generator (46 CFR 16.230(c)).

Rate tracker

Shows how far you are toward the 50 percent annual rate, spread through the year.

SMI clock

Two-hour alcohol and 32-hour drug countdowns per involved person, from the incident time (46 CFR 4.06-3).

MIS builder

Counts by test reason and result for last year, ready for the March 15 filing (46 CFR 16.500).

Return-to-duty

Substance abuse professional steps, return-to-duty and follow-up tests in order.
